The Engineering Quality Analyst Position will be in the Gas Storage Engineering organization. The position will support the Gas Storage Engineering Manager with development and implementation of engineering quality control and assurance. Specific focus will be directed towards engineering quality in the project lifecycle and may include other special assignments with similar support requirements. Position will work at the direction of the Gas Storage Engineering Manager in support of gas storage project and facilities engineers. Primary responsibility of this role includes: Upfront field investigation and data gathering to support project scope development; review of engineering concepts, design, and drawings for operational functionality and constructability; support engineering specification development for materials and services; support development and execution of quality inspection plans for materials and services; support development, execution, and quality assurance on all project records for compliance with state and federal regulations and company policies/procedures; support development of in-service procedures and practices to ensure proper turn-over and training during project commissioning; other and similar quality assurance and control structures in support of Gas Storage Engineering. The Engineering Quality Analyst is expected to conduct the following in fulfilling this role:
  • Follows all safety rules and procedures, contributing to the safety of co-workers and the general public.
  • Participate in site walkdowns, reviews, and observations.
  • Prepare reports and technical support material as directed.
  • Review project scope and proposals with necessary field operations staff, field engineers, and other impacted projects or system owners.
  • Document all suggested comments, changes, redlines and provide resolution options to assigned engineer(s).
  • Provide constructability and quality review of assigned project concepts, designs, and drawings.
  • Understand and utilize company document control software and procedures.
  • Assist in the development and maintenance of applicable specifications, standards, references, etc. that are relevant to the project design, material fabrication, and constructability of a project.
  • Document all non-conformances with material, process, and documentation requirements. Utilize quality principles to investigate and report accordingly.
  • Perform QA/QC on contracted inspection services.
  • Work as the field level liaison during work execution for inspection staff and project engineer(s).
  • Re-direct any emergent issues or engineering questions to respective project engineer.
  • Communicate risks and issues engineer(s) on a project-by-project basis, include in documented weekly reports and summaries.
  • Provide a weekly summary and quality observation report out.
  • Provide a documented review of all project closeout deliverables as a go/no-go requirement at in-service and final project closeout, ensuring all documentation and quality standards are met.
  • Support development of operating, inspection and maintenance procedures, leveraging vendor/manufacturer recommendations and requirements, operations needs and requirements to ensure inclusion in budget, training, and maintenance plans as part of turn over to operations.
  • Establish and maintain visibility to workload and priorities with the Gas Storage Engineering Manager.
  • Ensures that requests for action or information are relayed to appropriate staff members; ensures that information is furnished in a timely manner; decides whether a higher authority should be notified of important or emergency matters.
Skills:    
  • Strong knowledge of Microsoft Teams Outlook, Excel, Word, and PowerPoint
  • Strong project natural gas facilities and pipeline project experience preferred and knowledge of quality principles.
  • Familiarity with supplier quality and its importance. 
  • Familiarity with quality principles related to: Quality Assurance, Quality Control, Receipt inspection, Factory Acceptance Testing and Operational Performance Testing.
  • Ability to interact with internal and external clients to receive information and data
  • Ability to develop reports demonstrating results
  • Proficiency in technical writing
  • Exceptional verbal, written and presentation skills
  • Ability to work effectively independently and as part of a team
  • Exceptional Communication and computer skills including file management
  • Exceptional Problem-Solving skills
Education:
  • At least 2 years of applicable quality experience and an associate’s degree or equivalent.
