This role is a 24-month assignment related to project controls support for the Coal Combustion Products and Retirement team. This is a combo cost and scheduling role. Locations: Plaza and Allen Steam Station (Belmont).

The candidate will be responsible for:
1) Review and analysis of cost and schedule estimates, including estimate basis and qualifications.
2) Review of existing project status as provided by our client and its vendors.
3) Monitoring compliance with department requirements and Enterprise Policy and Standards.
4) Providing analysis and forecasting of project cost and schedule performance.
5) Assisting with forecasting project cost and schedule impacts.
6) Project risk quantification, analysis, and management
7) Mentoring less experienced project controls staff
8) Updating project cost, schedule and risk information in our clients systems and tools

The applicant should have a detailed knowledge and experience with:
A) Various estimating techniques, for both cost and schedule
B) Multiple cost management and control practices
C) Various schedule review and analysis methods
D) Project Risk Management best practices
E) Scheduling and time management software (i.e. Primavera, MS Project, and Deltek Acumen)
F) Review and analysis of contractor and vendor performance
G)  Financial and cost management systems

***Minimum 9 years project control experience***

Workers at this level have advanced analytical and technical cost-related project controls skills. They have an expert level of the understanding of Project Controls methodologies and discipline. They lead the development of the reporting systems and analysis for complex project controls assignments.?Workers at this level are responsible for performing complex aspects of project forecasting, cost alignment to schedules, development of average unit costs, cost analysis, variance analysis, budgeting, basic accounting principles, trending and burn rates, change control and cost control while reporting up to program or portfolio levels with minimal to no supervision. They are able to identify problems and solutions for the organizations they support. They lead and coach other Cost Analysts and are critical to the professional development of Project Controls Specialists who rank lower on the Project Controls hierarchy.

This specific position will also need to have advanced analytical and technical schedule-related project controls skills. They shall have an expert level of the understanding of scheduling methodologies and discipline. Scheduling experience should include schedule creation, schedule review & analysis, and program schedule creation.

This position must be adept at picking up and using unfamiliar software and able to work with large data files. An advanced to expert level of experience in Excel is required for this role. Experience working in a PMO environment, on a project controls team or in a project management working environment is required. Exposure to energy-related projects not required but a plus.

Expertise / Mastery with project management / project controls concepts / computer applications / analytics; employee development; strong collaborative team member; oversight. Preferred Qualifications: Masters - business, finance, project management, or equivalent. PMI or AACE certification (the following or equivalent are acceptable - PMP, CAPM, PMI-SP, AACE-CCC, AACE-PSP, AACE-CEP, AACE-EVP). Software such as MS Project/MS Office Suite, Primavera, Business Objects, Prolog, Passport, Visio, Powerplant, Emax, PeopleSoft. Risk management tools / Monte Carlo analysis. The Principal Project Controls Specialist may have relationships with individuals of varying levels in various organizations including the project team and external Suppliers/Vendors.

This position typically is assigned to projects classified as “Green III” or "Brown" per the Project Management Center of Excellence Project Profile Matrix, or may manage multiple smaller (i.e. “Green II”) projects. This worker must have proven and successful experience working with multi-million dollar or high risk projects. The Principal Project Controls Specialist may have relationships with individuals of varying levels in various organizations including the project team and external Suppliers/Vendors.

Required Qualifications:
  • Graduation from a four-year college or university - business, finance, project management, engineering, technical, or equivalent.
  • Minimum of 9 years of project controls experience.
  • Minimum of 11 years of project controls experience in lieu of a degree in project controls principles.
  • Proficiency / Expertise with project management / project controls concepts / computer applications / analytics; strong collaborative team member.
  • Ability to lead complex assignments
  • Exceptional communication skills

Preferred Qualifications:
  • Masters - business, finance, project management, or equivalent.
  • PMI or AACE certification (the following or equivalent are acceptable - PMP, CAPM, PMI-SP, AACE-CCC, AACE-PSP, AACE-CEP, AACE-EVP).
  • Demonstrated expertise in using Software such as MS Project/MS Office Suite, Primavera, Business Objects, Prolog, Passport, Visio, Access, Powerplant, Maximo or EAM, PeopleSoft. Risk management tools / Monte Carlo analysis.
  • Expert user of Excel
  • Prior Utility experience.
