Job Description
Position Summary
- This Project Controls Specialist (PCS) is a cost focused position. The PCS-II will be responsible for up to 25 projects in the Hydro East, Lake Access and Centerline organization.
- Project Controls Specialist Il (PCS-Il) is a position responsible for initiating and completing routine aspects of project control assignments including complex aspects of estimating, change analysis and cost control. Therefore, the PCS-Il is an essential member of a project team. PCS-Il supports Project Managers and Business Unit Managers on varying ranked projects in accordance with Project Management Center of Excellence (PMCoE) assignment criteria. *
- The PCS-Il is responsible for performing various aspects of project control assignments using prescribed methods and tools.
- The position is considered to have advanced acumen in project controls principles and requires a higher level of cognitive comprehension and application. It requires proficient use, understanding and application of project controls principles and associated project controls software tools.
- This team typically works Four 10s or Four 9s and One 4. Thursday must be onsite in Stanley, NC, 1 other onsite day required. That other day could be at other sites in the surrounding area. The farthest site is 2.5 hours away from Cowans Ford. Mileage to sites beyond the primary site is able to be expensed. Location of the candidate is flexible but should be reasonable- Raleigh is too far. Ideas of where candidates could reasonably be located: Asheville, Hickory, Gaffney, Wiley, Hendersonville, Greenville, Winston Salem, Greensboro etc.
Responsibilities
- Generation of Periodic Project Controls Reporting. Provide leadership in development and generation of daily, weekly, monthly and quarterly project controls reports.Responsible for gathering, verifying, validating and analyzing data in support of project controls reporting.Responsible for distributing and archiving project controls reports as appropriate. Provide presentation quality reports and be available to present if needed to project team/management team.
- Perform Change Control. Track, trend and initiate action for changes to the project scope, schedule and cost. Analyzes change requests, gains, approval, and distributes change requests in a manner compliant with internal governance, standards and procedures. PCS-Il comprehends necessary changes and applies appropriate rules established for change control associated with contract terms and conditions.
- Project Controls Benchmarking and Self Assessment Initiatives. Leads assigned benchmarking and self assessment initiatives relevant to project controls functions. Summarizes and communicates improvement opportunities, formulates adoption of Company and Industry best practices, incorporates actions to address gaps in performance.
- Expertise in Project Controls Methodologies. Understands and can interpret project schedules to determine impacts cost. Aids Project Managers (PMs) in Work Breakdown Structures (WBS) development, cost estimates, track and trend cash flow reports, change control documentation (scope, cost or schedule) and/or any reports associated with project controls. Tracks and reports project status performs variance, earned value and critical path analyses at a level appropriate for the project.
- Create and Maintain Project Estimate. Work with Project Managers to create project cost estimate to establish effective cost controls management. Assure that project estimate includes all necessary raw materials, resource / labor rates, manufactured materials / equipment as well as current industry data relative to project scope. Manage the estimate according to PMCoE Estimating Standard and review cycle.
- Effective Team Participation. The PCS-Il is responsible for maintaining effective relationships with customers, supports the resolution of quality issues and completes assignments (proposals, project tasks, reports, etc.) as negotiated. Displays proficiency in conflict resolution and reaching win-win outcomes among team members.
- Required/Basic Qualifications
- This posting is for one open position. Dependent on relative experience, the level to which a candidate is aligned is outlined below.
- Bachelors in Engineering, Project Management, Finance or Business Administration AND 5 years of work-related experience. In lieu of Bachelors degree and experience listed above, Associates Degree AND five (7) years minimum required related work experience.
- Experience with MS Project/MS Office Suite, specifically Excel.
- Ability to work independently.
- Effectively communicate with appropriate management team.
- Prepare, communicate and report monthly project status updates to management.
Desired Qualifications
- Hydro or Power Plant Experience
- Experience Working with Regulated Utility Company
- Experience Working in a Project Controls Environment
- Project Management Professional (PMP) and/or Certified Associate of Project Management (CAPM) and/or AACE-PSP and/or AACE-CEP and/or AACE-CCC and/or AACE-EVP and/or PMI-SP
- Primavera(P6), Business Objects (BO) Web Intelligence (WebI), PowerPlan (Project Maintenance), Maximo (eMax), Peoplesoft, Power BI.
- Risk management tools / Monte Carlo analysis. Experience with Riskonnect (formerly SWORD GRC) Active Risk Manager - Risk Registers.
Specific Requirements
- Support the Business Units yearly budget cycle. Creating estimates, setting up projects in PowerPlan, creating Estimate Basis Documentation.
- Support end of year financial close including accrual submission to Finance.
- The Project Controls Specialist Il may have relationships with individuals of varying levels in the following organizations: Construction Management Engineering Environmental, Health and Safety Finance Global Risk Management and Insurance Operations Quality Project Management Center of Excellence (PMCoE) Project Management Regulatory and Compliance Supply Chain Project teams of external Suppliers/Vendors
